held in Lochawe Village Hall
on 5 March 2008 at 7.30pm

1. Welcome
The Chair welcomed everyone to the meeting.
2. Apologies for Absence

3. Minutes of CC Meeting held on 22 January
2008
The Minutes were approved (proposed by JB and seconded
by PW)
The Minutes of the Special meeting held on 22 February
2008 were also approved (proposed by Trevor Baney and seconded by PW)
4. Matters arising from previous
meeting
a Dalmally Play Park
ACHA has done some work in the play park to tidy it up. It was agreed a committee made up of Glenview
residents is needed for the play park.
b Eredine Bridge The
Secretary reported she had received a letter from Stewart Turner, Head of Road
and Amenity Services at A&B Council, stating the Council had no plans to do
any more repairs to the bridge, but Stewart Turner would meet with the
Community Council if, in the future, the bridge is considered for major works
such as widening or realignment of the carriageway.
c. TranServ Matters Outstanding The Secretary read out a letter she had received from Steve Braithwaite from TranServ stating that (i) the gateway road markings in Lochawe would be carried out when the weather has improved, (ii) there is still a single objector to the 40mph sign being moved past the entrance to Dalmally surgery which is delaying the sign being moved, (iii) TranServ will not agree to an illuminated 30mph speeding sign being put in the village of Lochawe, because other villages in the area will want one as well (Councillor Donald MacDonald agreed to raise this issue at the next Transport meeting with TranServ), (iv) it was agreed that the footpaths in Lochawe would be cleared of debris by 22 February 2008 (this had not been done by the time of the meeting), (v) the gullies in Lochawe had been cleared in January 2008 (however these need to be done again as some of them are blocked)..
Action The
Secretary to write to Steve Braithwaite, TranServ, to find out if the one
objector to the 40mph sign being moved past the Dalmally Surgery entrance has
changed their mind, to request the gullies in Lochawe to be unblocked, and to
request the pavements in Lochawe are cleared of all the debris.
Action Councillor
Donald MacDonald to raise the issue of an illuminated 30mph speeding sign being
erected in Lochawe at the next Transport meeting with TranServ.
d Bus Shelters in Lochawe The Secretary reported Douglas Blades had said the three concrete bases would be put in place within a couple of weeks and the bus shelters would be erected some time in the Spring.
Action The Secretary to check progress with Douglas Blades,
A&B Council.
e Flooding of 2 Railway Cottages, Lochawe TranServ have confirmed that the culvert that was blocked causing the flooding was located on the land owned by Loch Awe Hotel. The owner of 2 Railway Cottages has been told this and she will get in touch with the hotel.
f Gritting of the B840 Councillor Donald MacDonald reported back on this matter saying the B840 is only priority 3, which means it is only gritted during the working day. Although there is school transport on this road it is not a full size bus.
g Level of Loch Awe SEPA has agreed to contact the Community Council when a date has been set for their review of the level of Loch Awe. The Chair reported he would be attending a meeting on Friday 7 March 2008 in Pitlochry arranged by the Lorn branch of the NFU to meet Peter Donaldson and Malcolm Grant of SSE to discuss the level of Loch Awe.
h Dog Fouling Signs The signs have been put up in St Conans Road, Lochawe as requested but A&B Council are still waiting for a response from the owner of Dalmally Railway Station before putting signs up there.
i Hydro Cable by Cattle Grid, St Conans Road The cable has been removed.
j Dalmally Street Lighting There was no update on this item.

5. Police Report
PC Greg Bryce was not at the meeting so there was no police report.
6.
Glenview Store
The
Chair reported that the store had been open mornings only but would be open
full time from Monday 10 March 2008.
7. First
Responder Scheme
The
Secretary reported that she had a letter from John Ironside at Oban Community
Fire Station confirming that the volunteer fire crews will not replace the need
for a First Responder Scheme. It was
agreed Geoff Dawson (Scottish Ambulance Service) would be invited to the next
Community Council meeting.
Action The Secretary to write to Geoff Dawson inviting him to the next Community Council meeting.
8.
Affordable Housing, Bridge of Orchy
WHHA
are organizing a meeting (hopefully in March) with TranServ to discuss the
preferred access off the main road.
9.
Planning Applications
a. 5 new
dwellings in Eredine there is concern that the new road will be damaged
by the extra vehicles using the road in order to build the new houses, also
there is concern that the surface water from the new development will go into
the gardens of the established houses.
It was agreed the Secretary would write to the Planning Department at
A&B Council about these two concerns.
Action The Secretary to writing to the Planning Department,
A&B Council.
b. Change of
use of Tea Train, Lochawe there were no objections.
c. New dwelling
west of St Jamess Church, Ardbrecknish there were no objections.
10.
Any
other Business
a.
B840 It was agreed the
Secretary would write to Neil Brown at A&B Council to complain about the
poor state of the B840 in particular by Blarghour Farm bridge, Innis Chonnel
Castle bend, Portinnisherrich and Ardchonnel Farm.
Action The Secretary to write to Neil Brown.
b.
Correspondence to the Secretary The Secretary read out a letter
from John Gilbert, Squadron Leader (retired) of the Royal Air Force asking the
Community Council if they would like him to attend one of its meetings to give
a presentation on low flying training.
It was agreed he should be invited to the July meeting in Portsonachan.
Action The Secretary to write to John Gilbert inviting him to
the July CC meeting.
The Secretary read out a
letter from David Stewart, MSP drawing the Community Councils attention to the
Climate Change Bill consultation. She
also informed the Community Council of a Oban Lorn & Isles Health Forum
meeting to be held on 10 March 2008 at 6.45pm in Oban, which is open to the
public and Dental Services, and GP Services (out of hours) is on the agenda.
c.
Proposed footpath from Tyndrum to Oban The Chair announced that each landowner in the
Community Council area had been sent a letter from Carol Collis (North Argyll
Community Trust) explaining the proposed footpath might go through their land
and seeking their opinion. MC said she
thought a ranger would need to be employed.
Maps were shown indicating where the proposed footpath would go.
Action The Secretary to contact Carol Collis and find out the
views of the landowners.
d.
Pavement opposite St Conans Road.
Alistair Campbell requested the completion of the pavement by the new
houses built on the site of the old petrol station in Lochawe.
Action The Secretary to write to TranServ.
e.
Broadband in Lochawe Alistair Campbell asked if anyone
else in Lochawe was having problems with broadband. .
Action The Secretary to write to BT asking if anything can be
done to upgrade the Dalmally exchange.
f.
Strae Bridge One of the pillars on Strae Bridge has been knocked
down.
Action The Secretary to write to Neil Brown, A&B Council.
g.
Access Road to Dalmally Village Hall Jinty Burke asked if anything could be done to
improve the access road. It was agreed
that the Dalmally hall committee should apply for a grant to get the road
repaired.
