Minutes of Council Meeting

held in Portsonachan Village Hall

on 20 March 2007 at 7.30pm

 

 

Present John Burke, Pam Whitehead, Kate Craig, Cavin Crawford, Councillor Allan Macaskill plus 12 members of the public

 

 

1.  Welcome

Pam Whitehead stood in as Chair for the meeting and welcomed everyone. 

 

2.  Apologies for Absence

Karl Pipes, Donald McLaren

 

3.  Minutes of CC Meeting held on 26 January 2007

The Minutes were approved.

4.  Matters Arising from Previous Meeting

(a) By-election results – The Secretary announced there had been no candidates so the by-election will be run again.  The deadline for Nominations is 4pm on Thursday 12th April 2007.  June Sutherland is the Returning Officer.

(b) Plant growth around the Dalmally War Memorial  - The council have cleared the growth within the railings of the War Memorial, but Trevor Baney requested that Donald McLaren’s offer of help to clear the rest of the plant growth should be taken up in the summer.

 

(c) Cross on hill above Craig Lodge  - After a discussion a vote was taken and it was agreed (by three votes (JB, PW, CC) to one (KC)) that the CC would not object to the planning permission application for the cross to be a permanent fixture on the hill above Craig Lodge.

 

(d) Transerv 

The Secretary reported that Transport Scotland are still considering the local MSP’s objection to the placing of the 40mph signs beyond the entrance to Dalmally Surgery – he requested they be placed beyond the council depot.  This has resulted in the delay of the signs being moved.  Transerv will report back once Transport Scotland has made a decision.

Transerv say the possible anti-skid surface at St Conan’s corner has been delayed until the 2007/2008 financial year, due to Transport Scotland commissioning a Route Accident Reduction Plan from Lochawe to Tyndrum.  They want the results of this before they make any changes at St Conan’s Corner.

Neil Brown at Argyll & Bute Council confirms (after discussion with the Police) that there is a problem at the corner on the A819.  He will confirm whether a barrier is to be erected.

Transerv have filled in the hole at the bus stop in Dalmally, however the hole has been filled in poorly.  The Secretary will contact Transerv to get the hole filled in again.

 

(e) BT Broadband problems

To be carried over to the next meeting.

 

5.  Police Report 

PC Greg Bryce was not at the meeting to give his report.

 

6.  Secretary’s Report – correspondence received

The Secretary reported the Argyll & Bute Trust have a small fund available for the ‘Youth of Argyll’.  If any youth groups are looking for funding for a project or equipment then they can apply to the Trust for a grant.

 

7.  Any other Business

(a) Karl Pipes had requested information as to when Eredine Bridge would be repaired.  Councillor Mackaskill suggested Neil Brown at A&BC should be contacted regarding this matter.

 

(b) Karl Pipes had requested a replacement noticeboard for Eredine.  Councillor Mackaskill suggested the CC apply for a grant from A&BC for 50% of the cost.  KP to get quotes for a new noticeboard.

 

(c) It was agreed by a unanimous vote to object to the planning application (07/00391/OUT) for the erection of five dwelling houses on the land north of St Conan’s Kirk on the grounds of the poor access to the proposed new houses.  The access proposed being close to St Conan’s Kirk corner, which is an accident black spot.

 

(d) Cavin Crawford updated the meeting regarding the proposed Affordable Housing in Bridge of Orchy.  Discussions are taking place with the new owner of Auch Estate about building Affordable Housing on his land, as the land previously being considered has had to be abandoned due to objections by SNH.

 

(e) A member of the public and Cavin Crawford complained about the general state of the roads in the area due to poor maintenance.  The flood on the road opposite Tower of Glenstrae in Lochawe was also commented on. The Secretary will write to Transerv.

 

(f) Cavin Crawford expressed his disappointment that a Member had asked for an invoice for the printing of a local Telephone Book be paid for by the CC, when this had never been discussed or agreed at any previous CC meeting.

 

(g) Councillor Mackaskill announced this would be his last attendance at a CC meeting as he was not standing for re-election.  Cavin Crawford thanked Councillor Mackaskill for all his help with the CC over the years.

 

 

There being no further business the meeting ended at 8.20pm

 

 

8.  Date of Next Meeting

The date for the next meeting, which will be the Annual General Meeting, is Thursday 24 May 2007 at 7.30pm in Dalmally Village Hall.
